Sweeping changes — not baby steps — are needed in state ethics laws to show Louisiana is serious about shedding a corrupt image that hampers economic development, a top business leader said Thursday. “It needs to be dramatic,” LA Ethics 1 official Stephen Moret told Gov.-elect Bobby Jindal’s ethics advisers.
