While the "tea party" movement has dominated public attention, small blocs of Republicans have quietly spent the past year crafting a new set of policies on a wide range of issues with legislative ideas that include billboards advertising the importance of marriage, shifting coverage of the elderly from Medicare to private insurance companies and big tax cuts specifically for parents.
